Howlin Launches Innovative Payroll Shared Service Centre in Tullamore
Issued 17 December 2014
The Minister for Public Expenditure and Reform, Mr. Brendan Howlin, T.D., travelled to Tullamore today, 17 December 2014, to officially open the Payroll Shared Service Centre.
Shared Service initiatives are at the heart of the Government's Public Service Reform Plan. The creation of these Centres generates efficiencies with faster access to and better consistency of management information for decision making for the Civil Service supporting the efficient and effective delivery of public services.
The Payroll Shared Service Centre (PSSC) is being established in three locations: Tullamore, Killarney and Galway. This reduces the number of payroll processing centres from 17 down to 3, saving in excess of €5 million annually.
Currently, the PSSC delivers payroll, pensions and travel and subsistence payments to 20,000 individuals across 21 Public Service Bodies.
By the end of 2015, the PSSC will provide services to almost 5 times that number: 95,000 payees across 39 Public Service Bodies including all Government Departments and a wide range of other organisations such as the Courts Service, the Revenue Commissioners and the Central Statistics Office.
Speaking today, Minister Howlin stated that "Shared Service Centres free up resources in Public Service Bodies to concentrate on more strategic activities and to provide vital citizen-facing services".
Minister Howlin met personally with staff working in Tullamore, one of four Civil Service Shared Service sites. He commended the hard work and dedication shown in establishing the Centre.
The Minister called particular attention to the fact that "the Payroll Shared Service Centre is already servicing 20,000 payees across 21 Public Service Bodies and handling 67,000 payments every month". Once fully established the PSSC will service 53 Public Service Bodies or 120,000 employees.
The Minister will visit teams in the sister Shared Service sites of Killarney and Galway as the Payroll Shared Service Centre expands its customer base.
